Starting Lineup
- Presidency: every state starts as it voted in 2024 (Trump 312, Harris 226). Maine and Nebraska still award one vote per congressional district.
- Senate: 34 Class III seats are up. The other 66 seats start from the Senate that sits in January 2027, after the 2026 midterms.
- House: all 435 seats start from the 2026 results, with uncalled races going to the candidate now leading: Democrats 261, Republicans 174.
- Ties: the Vice President breaks 50–50 Senate ties. A 269–269 Electoral College goes to the new House, one vote per state delegation.

Every section predicts the general election of Tuesday, Nov. 7, 2028. Winners take office in January 2029.
The 2026 midterm results used as the starting point are unofficial until states certify them. Several House races and Alaska's and Mississippi's Senate races were still being counted on Nov. 8, 2026.
A trifecta means one party holds the presidency and majorities in both chambers. Most bills still need 60 votes to end a Senate filibuster; budget reconciliation needs only a simple majority.

New maps were used in 2026 in Texas, California (Proposition 50), North Carolina, Ohio, Utah, Florida, Tennessee, Alabama and Louisiana. Courts blocked Missouri's redraw, and the Virginia Supreme Court struck down that state's voter-approved map, so both used their old lines.
The 2027 baseline uses called races plus current leaders in uncalled ones, so it can shift by a few seats as counts finish. Margins for some districts were not yet published and are left blank.
Further mid-decade redistricting before 2028 is possible; this paper uses the 2026 lines.
